How we research

• We only use official sources: agency websites, the Code of Federal Regulations, state administrative codes and posted orders.
• We don't invent rules. If sources are silent or conflict, we mark the rule Unclear.
• Every rule shows its sources and the date we last verified it. Entries we couldn't confirm against the official text are flagged.
